Memory Loader Verifier Set demonstrated
during Joint Task Force Exercise 97-3

uring the Joint Task Force Exercise 97-3, Aug.
18 to Sept. 6, onboard USS George Washington,
China Lake demonstrated another first in fleet
support equipment. The overall objective of the exercise
was to improve the readiness and effectiveness of U.S.
Forces. The exercise was a battlefield enactment of a
possible response to a foreign hostile threat based on his-
toric data.
A Memory Loader Verifier Set (MLVS) loader, PC
card drive, and technical support were provided during
the exercise by a member of China Lake's OFP Loader
Team, Mary Kus of the Software Support Integration
Section, to support the rapid reprogramming scenario.
Rapid reprogramming involves the electronic transmis-
sion and updating of software on electronic warfare
(EW) systems on today's military aircraft while in the
field.
Marines and Navy and requires a secure line for access.
Once the message was received, the PC card drive
was connected to a PC in the Carrier Vehicle Intel Center
on George Washington. ATC Aubrey Taylor, of George
Washington 's Aircraft Intennediatc Maintenance
Department, logged onto the MSECBBS via Secure
Internet Protocol Router Network (SIPRNET), down-
loaded the files and put them on the PC card. The MLVS
and card were taken to a Fighter Attack Squadron
Eighty-Two (VFA-82) F/A-18 aircraft on the hangar
deck to complete the process by loading the ALR-67
Radar Warning Receiver and CP- 1001 Command
Launch Computer with software.

During the rapid reprogramming portion of an exer-
cise, a threat is detected and forwarded to the appropriate
fleet support group. After the threat is analyzed, the cog-
nizant command authorizes rapid reprogramming to
counter the threat. Nonnally the appropriate tactical soft-
ware support center or system support activity would
modifY a current file for EW systems onboard an aircraft.
Since this exercise was a simulation, existing files
were used. Point Mugu's Radar Warning Systems
Section issued a Navy message to let the fleet know that
the files were available on the Multi-Service Electronic
Combat Bulletin Board System (MSECBBS) at Eglin
Air Force Base. Bulletin board systems are computer
systems that are accessable via the Internet using a pass-
word. The MSECBBS supports Air Force, Anny,

a fleet exercise. Previously, the only loader used for
rapid reprogramming was a ruggedized PC called the
PC-MLV. Because they have been in the fleet since
shortly after Desert Stonn, they are old technology, and
they are large, cumbersome and prone to break down.

to EW systems, the MLVS will load avionics systems
such as the mission computer, digital map computer and
radar data processor.
Other current l9aders like the Advanced Memory

ized media that cannot be loaded at fleet locations.
Software is loaded to this media at China Lake, then
mailed or hand-carried to required fleet sites. The intro-
